Ex. 19 is a transition point in the story of Exodus. God has rescued Israel, and brought them to Mt. Sinai where they will remain for a year as God gives them His law. At the place they learn that God intends for them to become His treasured possession, His particular people, and they will come to know and relate to Him as their holy and gracious God!
