Paul gives Titus a tough assignment; in the midst of the spiritual brokenness of Crete, build a healthy church. He’s told to “set things in order” first by appointing leaders in the church (Elders), then developing the members of the church by teaching sound doctrine. But putting on the traits and actions in their lives that would “adorn” the doctrine of our God and Savior, is just beyond them, apart from the grace and glory God will supply. That’s the positive message of 2:11-15.
